The Chairman of Pakistan Software Houses Association (P@SHA), Muhammad Zohaib Khan, has expressed his enthusiasm for the establishment of the Special Investment Facilitation Council (SIFC) and its potential to revolutionize foreign direct investment (FDI) in Pakistan. The formation of SIFC, comprising top leadership from the government and armed forces. Some may argue that its impact on the country’s economy is yet to be determined.
Addressing the Issues and Incentivizing Investments
Chairman of P@SHA emphasized that investors, entrepreneurs, and business groups often face challenges due to red tape. Dealing with multiple licensing and regulatory authorities, and inconsistent economic and investment policies. To encourage investments, they prefer streamlined processes through one-window operations, which is precisely what SIFC aims to provide. Khan applauded the collaboration between civilian and state institutions, highlighting their clarity of thought and commitment to the country’s prosperity.
Focus Areas and Ambitious Targets
SIFC will primarily concentrate on defense production, agriculture, mines and minerals, the energy sector, and the IT industry. Additionally, the ambitious goal is to attract $100 billion in FDI within three years, ultimately aiming to achieve a nominal GDP of $1 trillion by FY35. Furhtermore, the state apparatus will extend comprehensive technical and strategic support to ensure the smooth functioning of the council.
Streamlining Processes for Investment
Khan pointed out the current challenges faced by potential investors, such as the requirement of numerous No Objection Certificates (NOCs), a lengthy licensing process spanning up to 18 months, and the need for multiple visits to various authorities. Establishing a one-window operation under one roof is crucial to attract substantial investment into the country, addressing these issues effectively.
Information Technology as a Catalyst
Highlighting the significance of information technology, Khan emphasized that IT has become a focus area for SIFC. PM Shehbaz Sharif and state institutions lack evidence of commitment to boost IT for employment, revenues, and exports. Moreover, the IT industry plays a catalytic role for other sectors through automation, digitalization, business process reengineering (BPR). And artificial intelligence (AI), aligning the operations of various industries with international best practices.
IT as the Productivity Multiplier
As the productivity multiplier for the other focus areas of SIFC, IT is expected to exert a transformative impact. In addition, P@SHA reiterated the crucial role IT plays in driving automation, digital transformation, and efficiency enhancement, enabling other industries to thrive.
The establishment of the Special Investment Facilitation Council marks a significant step towards attracting foreign investments and promoting economic growth. Furthermore, Pakistan is poised to unlock new opportunities and create a prosperous future for the country by streamlining processes, incentivizing investments, and leveraging the potential of the IT industry.
