    World Bank Calls for Swift Action on Hybrid Social Protection System

    The World Bank has raised concerns over delays in the implementation of Pakistan’s Hybrid Social Protection system and the new payment system under the “Pakistan Crisis-Resilient Social Protection” project, which is valued at $600 million. Official documents have unveiled the World Bank’s call for immediate attention to expedite the project.

    The primary goal of this initiative was to establish a more adaptive social protection system. That could enhance resilience among impoverished and vulnerable households, particularly in the face of future crises.

    Focus on Key Initiatives
    The program primarily centers on key initiatives led by the Benazir Income Support Program (BISP) through the Ehaas Conditional Cash Transfer (CCT) programs. Including Kafaalat, Waseela-e-Taleem, and Nashonuma. Additionally, it incorporates financial inclusion and informal worker support efforts within the Ehsaas framework.

    A Closer Look at the Program
    The Crisis Resilient Social Protection program commenced on March 29, 2021. This 4-year program, with a total budget of $600 million and an additional $5 million allocated for technical assistance, is designed to deliver results. It encompasses three main result areas:

    Building a Crisis-Resilient Delivery System
    This aspect of the program aims to create a robust and adaptable delivery system capable of responding effectively to crises.

    Establishing a Hybrid Social Protection System
    The program intends to introduce a Hybrid Social Protection (SP) system, enhancing the resilience of the impoverished population against future crises.

    Protecting Human Capital
    The initiative places a significant emphasis on safeguarding human capital, particularly through demand-side education and health initiatives for children.

    Mid-Term Review Highlights Progress and Delays
    A recent mid-term review (MTR) acknowledged substantial progress in achieving most of the program’s objectives well ahead of the closing date. However, the review also identified notable delays in the design of the Hybrid Social Protection system.

    Also the delay in the implementation of the new payment system. These delays have prompted the World Bank to stress the importance of addressing these issues promptly to ensure the program’s successful and timely execution.
